The Department of Human Settlements and Urban Development (DHSUD) has assured the public that its regulatory services remain on track, with License to Sell (LTS) applications being acted upon within the prescribed period across all its regional offices.
In a statement on Monday, the DHSUD clarified that claims of a “20-year low” in LTS issuances are inaccurate, noting that current figures and full-year projections for 2026 compare favorably with recent years and are on track to match or exceed previous performance levels.
The agency attributed this performance to reforms under Secretary Jose Ramon Aliling’s 8-Point Agenda to streamline processes, digitize systems, create an enabling regulatory environment, protect homebuyers, balance stakeholder interests, and eliminate corruption.
Strategic review and systematic centralization, followed by regional decentralization, diagnosed workflow bottlenecks and optimized operations within the department.
Under newly implemented policies, including digitalization and a strict 15-day action timeline, the DHSUD has sustained eight consecutive weeks of zero overdue regulatory applications across all regional offices.
Every LTS application within this timeline is acted upon through approval, denial, or the issuance of a Notice of Deficiency of Requirements.
To keep project momentum moving forward while maintaining compliance, the DHSUD introduced the Temporary License to Sell (TLS), which grants applicants a one-year validity period to complete deficient requirements, allowing construction and project launches to proceed without delay.
The DHSUD and its attached key shelter agencies are on track to deliver the administration’s target of 1.13 million housing units by the end of President Ferdinand R. Marcos Jr.’s term through direct housing production and targeted financial assistance programs.
The DHSUD said faster processing does not mean weaker regulation, reaffirming its commitment to protecting homebuyers, including overseas Filipino workers (OFWs).
“Patuloy nating inaayos ang ating mga proseso upang mapabilis ang paghahatid ng serbisyo nang hindi isinasakripisyo ang proteksyon ng lahat ng ating mga stakeholders, kasama na mga homebuyers (We continue to refine our processes to speed up service delivery without sacrificing the protection of all our stakeholders, including homebuyers),” Aliling said.
He added the agency’s goal is to provide more Filipino families with a more dignified life through safe, decent, and affordable housing. (PNA)
