The Subdivision and Housing Developers Association (SHDA) leaders lauded the Department of Human Settlements and Urban Development (DHSUD) and renewed support for President Ferdinand R. Marcos Jr.’s flagship Expanded Pambansang Pabahay Para sa Pilipino (4PH) program.

SHDA national president Kerwin Padua and chair Francis Richmond Villegas, and the board of governors and advisers commended the DHSUD, under the leadership of Secretary Jose Ramon Aliling, for reforms in the past six months that yielded positive results.

They cited Aliling’s inclusive leadership and sustained engagement with stakeholders, which led to policy actions with clear impact across the housing sector.

“We’re here to support DHSUD. Again, marami tayong nagawang strikes actually (we have actually made a lot of strikes) since our Secretary came in mid-year last year,” Villegas said during the induction of SHDA’s 2026 officers on Friday, as quoted in a news release on Sunday.

SHDA pledged continued support for the Expanded 4PH program, which advances safe, decent and dignified living for Filipino families.

In his address, Aliling stressed the importance of sustained collaboration between government and private developers.

“Alinsunod sa utos ni Pangulong Marcos Jr., bukas po ang DHSUD upang makinig at makipagtulungan sa pribadong sektor sa pagsusulong ng mas ligtas, disente at abot kayang pabahay para sa mas maunlad at matatag na Bagong Pilipinas (In accordance with the order of President Marcos Jr., DHSUD is open to listening and collaborating with the private sector in promoting safer, decent and affordable housing for a more prosperous and stable New Philippines),” Aliling said.

Aliling said the department continues to strengthen systems, address gaps, and deliver better outcomes through sustained reforms and shared responsibility with all stakeholders.

This highlighted SHDA’s role as a key partner while the government advances housing reforms, including the expansion of the 4PH Program to additional housing modalities, faster approval processes, clearer price ceilings for socialized housing, and improved digital systems for regulation and project processing.

“Una nating na-commit sa inyo was to expand the Pambansang Pabahay para sa Pilipino program 4PH to more modalities (Our first commitment to you was to expand the National Housing for Filipinos program 4PH to more modalities). So as you all know, we already did the expansion,” he said.

Industry leaders likewise pointed to recent policy gains achieved through close coordination with DHSUD and partner agencies. These include simplified incentives for socialized housing, shorter processing timelines, and inter agency express lanes designed to reduce project delays.

SHDA restated its support for digitalization initiatives and for reforms aimed at delivering sustained outcomes and dignified homes for Filipino families. (PNA)
